HORRINGER-cum-ICKWORTH  PARISH COUNCIL  MEETING  HELD  IN  THE

                COMMUNITY CENTRE,  HORRINGER ON  MONDAY 15th APRIL 2013

Present:            Cllrs  J Dearsley, Mrs P Davison, P Fuller, Mrs R Walker, Mrs M Bottomley (Clerk).  County/Borough Councillor T Clements (arrived 7.43 p.m.)

Police (2 officers arrived 8.20 p.m.)

Cllr Dearsley    -           proposed by Cllr Mrs Walker, seconded by Cllr Fuller – all in favour.  There were no

other nominations.  Declaration of Acceptance duly signed.

Apologies:       Cllrs C Knight, J White, J Cannon & Mrs P Cook (Community Council)

PUBLIC FORUM  –  incident on The Street – VAS signage needed.  Pavement between Manor Lane & Meadow Drive required sweeping

MINUTES OF PARISH COUNCIL MEETING HELD 18th MARCH 2013

It was resolved that the minutes be approved as a true and accurate record and signed accordingly.  Proposed

by Cllr Fuller, seconded by Cllr Dearsley – all in favour.

REPORTS

County/Borough Councillor – reporting on a cycle route/footpath link from Horringer to Bury, C Cllr Clements advised that the National Trust were also involved in doing something in the hope of getting an improved footpath.  The contact for the VAS signage was Guy McGregor.  Cllr Clements left the meeting at 8.10 p.m.

Police –   introduction of new officer.

 

Community Council –  the Horticultural Society will be doing something on the green the day of the fete.   The Community Council are to look at the bar services provided for events in the hall and have already got 3 people interested.  Will talk with each applicant to decide.

The meeting re-convened.

Play Area –  Inspection report  attached.  Waiting to receive the Contractor’s quotation for tree work once he had liaised with SEBC planning.

PARISH / NEIGHBOURHOOD PLAN – defer to May meeting.

PLANNING APPLICATIONS

The following application was considered by councillors:-

 

0384/13/TCA  The Rectory, Manor Lane. (i) fell two Sycamore trees (ii) 30% crown reduction to two

                        Beech trees & one Walnut tree (iii) 50% crown reduction to one hedge of cupressus

PC comment: Support (proposed by Cllr Fuller, seconded by Cllr Dearsley.  3 councillors in favour, 1 abstention.

Applications approved by SEBC:

1561/12/FullB St Marys Church, Ickworth Park:  addition of window guards to north, south and east elevations.

0151/13/TPO  20 Orchard Way:  33% crown reduce one Sycamore tree to rear of property

0168/13/HH    Dairy Wood Cottage, Ickworth Park: erection of (i) single storey extension ii) new conservation roof light to existing extension.

Appeal for       SE/12/1402/HH:  8 Hazel Drive.  Erection of first floor side extension

CAMPAIGN FOR DEDICATED CYCLE PATH TO BURY

This campaign had the support of the parish council and it was proposed by Cllr Mrs Walker that Tibor Pollerman should be invited along to the June meeting to outline the cycle path plans.  Seconded by Cllr Fuller – all in favour.

CORRESPONDENCE

SALC information circulated.

Bury St Edmunds Past & Present Society – forward to Community Centre.

PLAY AREA TO THE STREET

All work now completed for Stage 1and now waiting for response from Bristol Estates to proposal for the second phase.  Ownership of the wall to be clarified – defer to next meeting.

MAINTENANCE IN THE VILLAGE

  1. Meadow      Drive – work      completed.  SEBC to be reminded not      to cut the grass whilst the bulbs were in flower.

2.   Footpaths- Bench Oak/Bury St Edmunds: Savills were currently considering several Horringer matters and would come back to the parish council shortly.

3.  Access query, Community Centre –  defer to next meeting.

ANNUAL PARISH MEETING – 22nd APRIL 2013 – All arrangements finalised.

 

DATE OF NEXT MEETING    -  20th May 2013.

Cllr Mrs Davison presented her apologies for the May meeting.

There being no further business, the Chairman closed the meeting at 9.00 p.m.
